The Livelihood Opportunity Training Centre (LOTC), located at Mbuh, Bangem, has received full authorization from the Ministry of Employment and Vocational Training, MINEFOP, to operate for three years, according to Ministerial Order No. 000014\/MINEFOP\/SG\/DFOP\/SDGSF\/CSACD\/CBAC of February 4, 2026.<\/p>\n

The MINEFOP authorization permits the Centre to deliver 10 key skills programmes, each running for 12 months. Approved courses include Office Automation and Secretarial Studies, Bilingual Secretarial Studies, Accounting Secretaryship, Computerized Accounting and Management, Computer Maintenance, Computer Network Maintenance, Application Development, Graphic Design Production, Webmaster, and Fashion Design and Decoration.<\/p>\n

Entry requirements range from 3e\/BEPC\/GCE O\/Level to Bac\/GCE A Level, targeting secondary school graduates and advanced learners across Kupe Muanenguba.<\/p>\n

Promoter Martin Etone Ngonde, told The Ultimate<\/em> that the authorization answers the Division\u2019s call for practical, job-ready training. \u201cOn Labour Day we spoke of decent work. Decent work begins with decent skills. This Centre is our contribution to that promise,\u201d Etone said.<\/p>\n

He expressed profound appreciation to the Divisional Delegate of Employment and Vocational Training, Kupe Muanenguba, Calvis Nkumbe Nnange for his guidance through the authorization process, the Divisional Delegate of Small and Medium Sized Enterprises, Social Economy and Handicraft, Kupe Muanenguba, Marcel Ngoupayo for collaboration, and to the Regional Delegate of Employment and Vocational Training for the South West, Orock Thomas, for his technical advice on curriculum design. The promoter also lauded Manos Unidas, Spain for supporting trainings with equipment.<\/p>\n

He said per the Ministerial Order, all programmes include compulsory work-study components, pre and post-training counseling, and job integration guidance.<\/p>\n

According to the Promoter, the Centre also runs short term six-month courses targeting First School Leaving Certificate holders and Form Four dropouts.<\/p>\n

He called on the population of Bangem to take advantage of free introductory training sessions now being organized. \u201cAdministrators, parents, youths, school leavers \u2014 come to Mbuh and enroll. The authorization is secured. The classrooms are ready. The future starts here,\u201d he said.<\/p>\n

\u201cGraduates from LOTC Bangem are already running their small businesses within and out of Bangem. Azah Josepha, a graduate from the Catering and Pastry section, runs a food business in Bangem. We gave her a start-up capital of 270.000 FCFA. Tata Happiness, another graduate has been employed by the Divisional Delegation of Urban Development and Housing, Kupe Muanenguba.\u201d Etone revealed.<\/p>\n

One of the Centre\u2019s graduates, Nzie Prosperous of the Hair Design and Beauty Therapy Department said she runs one of the best hair salons at Ekaku-Bangem. \u201cI am very grateful with the management of the Centre because I am one of the beneficiaries of a of a start-up capital of 270.000 FCFA from CAD and LOTC.\u201d<\/p>\n

It should be noted that LOTC is an independent arm of the Community Action for Development (CAD), aimed at enhancing career and entrepreneurial skills of women and youths in Kupe Muanenguba and beyond.<\/p>\n
